Business proposals included in the Government's third anti-crisis plan

The Secretariat of the Business Development and Investment Council under the Government of the Kyrgyz Republic announced what proposals of business associations have been included in the Government’s third anti-crisis plan.

The Action Plan of the Government of the Kyrgyz Republic for 2020 to ensure social and economic stability and maintenance of the population's income (the third anti-crisis plan) was approved on August 13, 2020.

The International Business Council, together with other business associations, initiated all the measures that were included in the Government’s Action Plan:

- Exemption from rent under all lease agreements for state property for the entire period of inactivity (lack of activity) of the lessee due to the epidemiological situation and / or restrictive measures introduced by the relevant authorities;

- Provision of temporary assistance to micro, small and medium enterprises for the payment of social insurance contributions, with a deferred return;

- Conclusion of an agreement with commercial banks and MFOs on the allocation of a budget loan;

- Creation of reserve funds for 2021 to continue the implementation of the Government program on concessional lending to business entities;

- Ensuring the issuance of 1,500 guarantees within the framework of the capitalization of the Guarantee Fund OJSC;

- Recommendations to commercial banks to prolong or restructure the repayment of the principal debt for 6 months, with an increase in the total loan term;

- Creation of conditions for the development of services that ensure the execution of payment transactions using mobile devices, including using contactless technologies and QR codes;

- Extension of the current moratorium on conducting inspections of business entities by law enforcement agencies, with the exception of inspections in the framework of criminal and civil proceedings, as well as issues related to preventing the spread of the COVID-19 in the Kyrgyz Republic.
