On February 27, the Committee on Transport, Communications, Architecture and Construction of the Parliament of the Kyrgyz Republic approved the bill aimed at simplifying the procedure for obtaining land plots for the location of communication facilities. The bill was initiated by the deputies of the Jogorku Kenesh on the results of the appeals of the IBC and the Association of Telecom Operators to the Secretariat of the Business Development of and Entrepreneurship Council under the Speaker of the Kyrgyz Parliament. The mobile cellular operators’ coverage of settlements with mobile communication networks is a prerequisite for a license requirement. However, mobile operators currently cannot fulfill these obligations due to existing barriers related to the inadmissibility of using land plots for misuse and without transferring them to another land category.
