Entrepreneurship Service Centers are being created in the Kyrgyz Republic as part of the implementation of the “Unity. Trust. Creation” Development Program of the Government of the Kyrgyz Republic for 2018-2022.

The Government Resolution No. 96 dated March 1, 2019 approved the Concept for the creation and organization of the Entrepreneurship Service Centers’ activities for 2019–2022.

This initiative is being carried out with the assistance of development partners — the Japan International Cooperation Agency (JICA) and the OSCE Program Office in Bishkek.

On March 4, 2019, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law of the Kyrgyz Republic “On ratification of the Protocol on Amendments to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on checkpoints across the state border of December 25, 2003, signed in Astana on August 17, 2018."

On March 5, the draft Law of the Kyrgyz Republic “On Amendments to the Tax Code of the Kyrgyz Republic was submitted for public discussion. The bill aims to develop the civil aviation in the Kyrgyz Republic, including providing domestic air carriers with the opportunity to modernize their fleets.

On March 5, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft Government Resolution “On Amendments to the Resolution of the Government of the Kyrgyz Republic “On Approval of Regulations on Bishkek, Karakol, Leilek, Maimak and Naryn Free Economic Zones of August 1, 2014 No. 431.”

The Resolution was designed to improve the conditions of activity of FEZ entities. According to the document, part 1 of Article 375 of the Tax Code provides that the FEZ entities are exempt from all types of taxes, except in certain cases.
