Parliament approves a bill to simplify the procedure for obtaining land plots to accommodate communication facilities

On June 17, the Parliament Committee on Agrarian Policy, Water Resources, Ecology and Regional Development considered and approved the draft law “On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Land-Use Issues” in the third reading.

The amendments were made to the following legislative acts: Laws of the Kyrgyz Republic “On Electric and Postal Communication”, “On Pastures”, “On Translation (Transformation) of Land Plots”, “On Specially Protected Natural Territories”, Land Code, Water Code and Forest Code.

The draft law was developed in order to solve existing problems related to the procedure for obtaining land plots to accommodate communication facilities and to simplify it.

The Economy Ministry submits a draft regulatory legal act for public discussion

The Ministry of Economy of the Kyrgyz Republic submits for public discussion the draft Law of the Kyrgyz Republic “On Amendments to the Law of the Kyrgyz Republic “On Enacting the Tax Code of the Kyrgyz Republic” and the draft Resolution of the Government of the Kyrgyz Republic “On the draft Law of the Kyrgyz Republic “On Amending the Law of the Kyrgyz Republic “On the introduction of the Tax Code of the Kyrgyz Republic”.

The purpose and objective of this draft Law of the Kyrgyz Republic is to introduce amendments to the Law of the Kyrgyz Republic “On the Enactment of the Tax Code of the Kyrgyz Republic” in terms of extending the period and the phased introduction of universal declaration for certain categories of persons.

The Parliament adopts the third reading of the new version of the Law "On Public-Private Partnership"

At the Parliament meeting on June 18, 2019, the draft Law “On Public-Private Partnership” was reviewed and approved in the third reading.

The draft law was developed in order to simplify procedures and reduce time periods in the process of preparing public-private partnership projects, selecting a private partner, and reducing the time frame for holding a tender.

The draft law was developed taking into account the practice of applying the current law "On Public-Private Partnership" for the first PPP project "Organization of hemodialysis services in the cities of Bishkek, Osh and Jalal-Abad." In the course of the project implementation, a number of procedural and temporary obstacles were identified during the preparation of the project by the public partner, in the development of tender documents and approvals from various government agencies.

In this regard, a new draft law has been developed, the essential differences of which from the current one are the provisions relating to the conceptual apparatus, the procedures for preparing the draft PPP projects and the selection of a private partner, and the timing of the tender.

On June 20, 2019, the State Service for Regulation and Supervision of the Financial Market under the Government of the Kyrgyz Republic submitted for public discussion a draft Resolution of the Government of the Kyrgyz Republic “On the issues of regulating the activities of investment funds”.
