From July 25, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On Amendments to the Law of the Kyrgyz Republic “On Normative Legal Acts of the Kyrgyz Republic” and the draft Resolution of the Government of the Kyrgyz Republic “On the draft Law of the Kyrgyz Republic “On Amendments to the Law Of the Kyrgyz Republic "On regulatory legal acts of the Kyrgyz Republic."

It is proposed to allow delegation of rule-making powers in the field of business regulation for the approval of tax reporting forms, tax declarations, the procedure for filling and presentation, rules, regulations, as well as instructions and other regulatory legal acts of methodological content on the application of tax legislation of the Kyrgyz Republic and legislation on insurance and non-tax revenues.

According to the draft law, the State Tax Service will develop draft regulations. Before they are submitted to the Government Office of the Kyrgyz Republic, draft regulatory legal acts are subject to mandatory coordination with government members, as well as with other government bodies and organizations on issues related to their areas of activity.

The Ministry of Finance submits to the public discussion the draft NLA on precious metals and precious stones

From July 25, 2019, the Ministry of Finance of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On Precious Metals and Precious Stones” and the draft Regulation of the Government of the Kyrgyz Republic “On the draft Law of the Kyrgyz Republic “On Precious Metals and Precious Stones.”

The draft law is aimed at creating a unified legislative framework for regulating the production and circulation of precious metals and stones, state regulation and control over operations with precious materials, as well as harmonizing national legislation in this area with the right of the Eurasian Economic Union and creating conditions for the development of the jewelry industry in the Kyrgyz Republic.

The Ministry of Finance developed this draft Law to eliminate gaps and conflicts in the law, as well as stimulate and increase the production and sales of jewelry and other products made of precious metals, improve the investment climate and support small and medium-sized businesses in the jewelry industry of Kyrgyzstan and bring the legislation of the Kyrgyz Republic in line with the EAEU law in this industry.

The Ministry of Economy submits a draft NLA for public discussion

From July 23, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft Resolution of the Government of the Kyrgyz Republic “On the introduction of a temporary ban on the import of certain types of oil and oil products to the territory of the Kyrgyz Republic by motor road.”

The draft resolution aims to prevent the growth of the shadow economy.

Gosstroy submits for public discussion a draft resolution in the field of energy efficiency of buildings

Since July 22, 2019, the State Agency for Architecture, Construction and Housing and Public Utilities under the Government of the Kyrgyz Republic (Gosstroy) is submitting for public discussion a draft resolution of the Government of the Kyrgyz Republic “On approval of regulatory legal acts in the field of energy efficiency of buildings.”

The draft resolution aims to adopt procedures for maintaining the state register and qualification certification of specialists in the field of energy efficiency of buildings.

The objective of the project is the implementation of the Law of the Kyrgyz Republic “On the energy efficiency of buildings”.

This project proposes to approve two regulatory mechanisms defined in the Law:

- Procedure for maintaining the state register;

- Order of qualification certification of specialists in the field of energy efficiency of buildings.

The approval and implementation of these by-laws and regulations will allow launching all the processes of energy certification of buildings and periodic monitoring of the energy efficiency of boilers, heating systems and hot water supply to buildings, with the registration of work results.

The Ministry of Finance of the Kyrgyz Republic submits to the public discussion the draft PPA in the field of public procurement

Since July 23, 2019, the Ministry of Finance of the Kyrgyz Republic has submitted for public discussion a draft order of the Ministry of Finance of the Kyrgyz Republic On the approval of regulatory legal acts in the field of public procurement.

This draft order has been developed to bring the regulatory legal acts regulating the procedure for public procurement in compliance with the Law of the Kyrgyz Republic “On public procurement”.

To improve the regulatory framework in the field of public procurement, the Law of the Kyrgyz Republic “On Amendments to the Law on Public Procurement” dated January 11, 2019 was adopted.

The Law aims to eliminate conflicts, omissions and gaps in the norms of the Law on Public Procurement, harmonize the Law on Public Procurement with the regulatory legal framework of the Eurasian Economic Union.

The adopted changes will provide favorable conditions for procuring entities and potential suppliers (contractors), including domestic producers.

The Accounts Chamber osubmits to the public discussion a draft NLA on reforming the judicial system

Since July 23, 2019, the Accounts Chamber of the Kyrgyz Republic has submitted for public discussion the draft Law of the Kyrgyz Republic “On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Budget Code of the Kyrgyz Republic, the Law of the Kyrgyz Republic “On the Accounts Chamber of the Kyrgyz Republic”) and a draft Resolution of the Government of the Kyrgyz Republic “On the draft Law of the Kyrgyz Republic “On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Budget Code of the Kyrgyz Republic, Law of the Kyrgyz Republic “On the Accounts Chamber of the Kyrgyz Republic”).”

The draft Government Resolution was developed as part of measures to reform the judicial system, in order to bring certain norms of legislation of the Kyrgyz Republic into conformity with the normative legal acts of the Kyrgyz Republic adopted in the framework of judicial and legal reform.

The draft resolution proposes that the official representative of the Government, when considering this draft law in the Jogorku Kenesh of the Kyrgyz Republic, be the Chairman of the Accounts Chamber of the Kyrgyz Republic (as agreed).
