Assessment of legal acts within the framework of Regulatory Reform

Within the framework of Regulatory Reform, initiated by the Government of the Kyrgyz Republic, the legal acts regulating business activities, are currently being assessed.

The state authorities finished assessment procedures and developed recommendations concerning the legal acts, which have been included to the database e-Guillotine (http://e-guillotine.kg).

Now it is the turn of the business community to participate in the regulatory reform and propose effective solutions to the problems in the legislation the entrepreneurs face in their activities.

We would like to invite you to participate in the assessment of the legal acts. Your assessment will help the Regulatory Reform Unit to develop objective expert recommendations to the Government. The legal acts will be evaluated for their legality, economic efficiency, business friendliness and possible corruption risks.

The entrepreneurs will be able to:

1. Leave comments to the recommendations on the legal acts provided by the state authorities in the database e-Guillotine in the section “Reviews” (the instruction on filling is located on the web-site www.sar.kg);

2. Fill the review and assessment form which is located on the web-site www.sar.kg in section “Анализ НПА от бизнеса”;

3. Use the list of pre-selected legal acts on the web-site www.sar.kg in section “Анализ НПА от бизнеса”.

During the next phase, the local experts from the Regulatory Reform Unit in cooperation with International Business Council will conduct consultations with the representatives of the business community. In order to review and assess the legal acts you should download the questionnaire form in Kyrgyz or Russian languages, fill it and send us by email: business@osce-srrproject.net (one questionnaire for each legal act).
