Representatives of business and the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic (SCIESU) discussed on October 4, 2018 changes in the procedure for the import and export of ores and concentrates of precious metals.
On August 29, 2018 IBC submitted its comments and suggestions to the draft document to its author, SCIESU.
According to the business, the draft regulatory legal act submitted for public discussion does not fully include the positions of mining companies. There are risks for creating monopolistic conditions for some laboratories. Besides, the terms for issuing conclusions by laboratories have been extended.
The meeting participants decided to present the SCIESU a comparative analysis of tax deductions in case a foreign company conducts sampling and analysis (including how many taxes the budget would lose, since deductions will be sent to another state). It is also necessary to conduct a comparative analysis of the cost of works implemented by a foreign laboratory inspection company and a local one.
