Law review for April 29 - May 3, 2019

On April 29, 2019, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law of the Kyrgyz Republic “On Customs Regulation”.

The law was adopted by the Jogorku Kenesh (Parliament) of the Kyrgyz Republic on March 14, 2019.

The law provides for the legal regulation of relations related to the establishment of procedures and conditions for the movement of goods across the customs border of the EAEU in the Kyrgyz Republic, their location and their use in the customs territory of the EAEU in the Kyrgyz Republic or abroad.

With the entry into force of the adopted Law, the current Law of the Kyrgyz Republic of December 31, 2014 No. 184 “On Customs Regulation in the Kyrgyz Republic” will become invalid.

The law enters into force 15 days after the date of official publication.

From April 29, 2019, a draft Resolution of the Jogorku Kenesh “On the activities of the Government of the Kyrgyz Republic to reduce environmental pollution and atmosphere” has been submitted for public discussion.

Motor vehicles using gasoline and diesel fuel are the main source of air pollution in the country. The bill proposes to introduce payment for air pollution by motor vehicles. According to the bill, the most optimal and simple solution is the introduction of a certain amount of environmental tax for every liter of fuel consumed by motor vehicles.

Since April 26, 2019, the draft Law of the Kyrgyz Republic “On the introduction of a moratorium on licensing activities related to the right to use subsoil for geological prospecting, geological exploration and development of uranium deposits in the Kyrgyz Republic” has been submitted for public discussion.
