The Ministry of Finance submits for public discussion a draft legal act on the accounting of funds from compensation for damage caused to the state
On May 20, the Ministry of Finance of the Kyrgyz Republic submitted for public discussion a draft Government Resolution “On the Procedure for Transferring and Recording Money from Compensation of Damage Caused to the State”.
The draft resolution aims to approve the Procedure for crediting and accounting for money from compensation for damage caused to the state developed to improve the legislation on crediting and accounting for funds reimbursed to the state for crimes and misconduct by law enforcement agencies.
The Secretariat of the Security Council of the Kyrgyz Republic, as part of the execution of the protocol following the results of the second meeting of the Industry and Entrepreneurship Development Committee of the Kyrgyz Republic under the National Sustainable Development Council of the Kyrgyz Republic dated February 12, 2020 No. 2, analyzed the activities of law enforcement agencies of the Kyrgyz Republic to replenish the Single Deposit Account, as well as the Procedure for the distribution of funds reimbursed to the state based on the results of the activities of law enforcement bodies of the Kyrgyz Republic, approved by the Resolution of the Government of the Kyrgyz Republic dated June 22, 2018 No. 298.
Based on the results of the analysis, the Security Council Secretariat sent a letter to the Prime Minister of the Kyrgyz Republic M. Abylgaziev with a proposal to abolish the Single Deposit Account and the distribution of funds received from the compensation for damage caused to the state in criminal cases on economic and official crimes according to the legal acts of the prosecutor, as well as provide for the direction of all reimbursable financial resources for the specified category of crimes to the national budget of the Kyrgyz Republic.
In this connection, a draft Resolution of the Government of the Kyrgyz Republic on the approval of the procedure for crediting and accounting for funds from compensation for damage caused to the state has been developed.

The draft law on amending the Law “On Public Procurement” considered
On May 21, MPs considered the first reading of the draft law “On Amending the Law of the Kyrgyz Republic “On Public Procurement”.
The bill proposes to the Government of the Kyrgyz Republic to systematize a list of characteristics, criteria and indicators that ensure the safety and functional use of goods, works and services. The establishment of uniform requirements for various types of goods, works and services will increase the efficiency of public procurement and reduce the risks of buying (receiving) substandard goods, works and services. In order to support domestic producers, increase their competitiveness and provide the population with jobs, the draft law also proposes that, under international conditions, public procurements using international loans should give preference to domestic producers of the Kyrgyz Republic.

The Parliament Committee approves the draft law “On Amending Certain Legislative Acts of the Kyrgyz Republic on Investment Support Issues”
On May 18, the Parliament Committee on Agrarian Policy, Water, Ecology and Regional Development considered the first reading of the draft law “On Amending Certain Legislative Acts of the Kyrgyz Republic on Investment Support Issues”.
The bill is aimed at developing regions of the country, creating jobs for citizens of the Kyrgyz Republic, indirectly aimed at the return of labor migrants to the country, as well as their subsequent employment.

The Parliament Committee approves amendments to the international Treaty regarding the formation of a common EAEU electricity market
On May 19, the Committee on the Fuel and Energy Complex and Subsoil Use of the Jogorku Kenesh approved the draft Law “On Ratification of the Protocol on Amendments to the Treaty on the Eurasian Economic Union of May 29, 2014 (regarding the formation of a common electric power market of the Eurasian Economic Union), signed on May 29, 2019 in the city of Nur Sultan."
The document defines the bodies and organizations that manage and ensure the functioning of the Union’s common electricity market.

MPs consider a bill on amendments to the law on compulsory insurance of residential premises against fire and natural disasters
On May 21, the Parliament deputies considered the second reading of the draft law “On Amending the Law of the Kyrgyz Republic “On Compulsory Insurance of Residential Premises from Fire and Natural Disasters.”
The bill is aimed at ensuring financial stability and solvency of insurance organizations by reducing the number of risks covered by the Law and by granting the right to compulsory home insurance to all insurance organizations.

The Ministry of Economy submits a draft NLA on the introduction of a temporary ban on the export of petroleum products for public discussion
On May 22, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion the draft Resolution of the Government of the Kyrgyz Republic “On the introduction of a temporary ban on the export of petroleum products from the territory of the Kyrgyz Republic.”
The purpose of this draft resolution is to meet the needs of the population of the Kyrgyz Republic in petroleum products by introducing a ban on the export of petroleum products. It is proposed to establish a temporary ban on the export of gasoline, diesel fuel, gas oil and fuel oil from the territory of the Kyrgyz Republic.

The Ministry of Justice submits a draft NLA on state-guaranteed legal assistance for public discussion
On May 20, the Ministry of Justice of the Kyrgyz Republic submitted for public discussion a draft Resolution of the Government of the Kyrgyz Republic “On Amending Some Decisions of the Government of the Kyrgyz Republic in the Sphere of Providing Legal Aid Guaranteed by the State”.
The draft resolution aims to bring a number of the Government resolutions in accordance with the Criminal Procedure Code of the Kyrgyz Republic and the Code of the Kyrgyz Republic on Misconduct adopted as part of the judicial reform.
