Amendments to the Law "On Protection of Consumer Rights" made

On July 25, 2020, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law of the Kyrgyz Republic “On Amendments to the Law of the Kyrgyz Republic “On Protection of Consumer Rights ”.

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on June 10, 2020.

The law was adopted in order to improve consumer protection, eliminate gaps in the Law of the Kyrgyz Republic "On Protection of Consumer Rights" and bring its provisions in line with the codes of violations, misconduct, the Criminal Code of the Kyrgyz Republic, as well as the Recommendation of the Eurasian Economic Council "On general approaches to the implementation by the EEU member states of a coordinated policy in the field of consumer protection when selling goods (works, services) remotely. "

Changes to the Law "On the National Bank, Banks and Banking Activities" made

On July 21, 2020, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law of the Kyrgyz Republic “On Amendments to the Law of the Kyrgyz Republic “On the National Bank of the Kyrgyz Republic, Banks and Banking Activities”.

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on June 17, 2020.

In accordance with this law, the National Bank of the Kyrgyz Republic should transfer profits to the national budget in the following order:

• by the end of 2019 – in the amount of one hundred percent;

• by the end of 2020 – in the amount of ninety percent;

At the same time, the Government of the Kyrgyz Republic should allocate ten percent of the National Bank's profit transferred to the national budget at the end of 2019, in the amount of 256,527,300 soms, to the State Budget Reserve.

Changes to the Law "On the Bar of the Kyrgyz Republic and advocacy" made

On July 21, 2020, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law of the Kyrgyz Republic “On Amendments to the Law of the Kyrgyz Republic “On the Bar of the Kyrgyz Republic and advocacy ”.

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on June 11, 2020.

The purpose of the Law is to bring the provisions of the Law "On the Bar of the Kyrgyz Republic and advocacy" in accordance with the decision of the Constitutional Chamber of the Supreme Court of the Kyrgyz Republic dated February 14, 2018.

In particular, the adopted Law provides for:

- exclusion from the Law "On the Bar of the Kyrgyz Republic and advocacy" of the norm that provided for the issuance of a license without passing a qualification exam to certain persons (part 4 of Article 19 of the Law);

- bringing other norms of the Law into line with the decision of the Constitutional Chamber.

Changes have been made to the Administrative Procedure Code

On July 21, 2020, the President of the Kyrgyz Republic signed the Law of the Kyrgyz Republic "On Amendments to the Administrative Procedure Code of the Kyrgyz Republic."

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on June 11, 2020.

The purpose of the Law is to bring the provisions of the Administrative Procedure Code in line with the decision of the Constitutional Chamber of the Supreme Court of the Kyrgyz Republic of June 26, 2019.

The Economy Ministry proposes to amend the Law on Competition

On July 20, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic "On Amendments to the Law of the Kyrgyz Republic "On Competition" and the draft Resolution of the Government of the Kyrgyz Republic "On the Draft Law of the Kyrgyz Republic "On Amendments to the Law of the Kyrgyz Republic "On Competition."

The draft law was developed in order to prevent the restriction of competition in the commodity markets and prevent the monopolization of the market by providing advantages to state-owned enterprises and the creation of economic entities, the participants of which are affiliated persons and / or a group of persons. This will contribute to the creation of favorable conditions for the development of entrepreneurship.
