The meeting chaired by Prime Minister Kubatbek Boronov discussed pressing business problems. Representatives of government agencies, international organizations and business associations took part in the discussion.
The new codes of the Kyrgyz Republic, which entered into force on January 1, 2019, provide for the liberalization of criminal and criminal procedure legislation. However, in the course of their practical application, it turned out that some norms lead to an increase in unreasonable inspections, investigative actions and additional taxation of entrepreneurs, Sydykov said.
Among the reasons for the growth in the number of pre-trial proceedings and tax disputes, the IBC head named the insufficient time for consideration of information and statements about complex crimes, including those related to the payment of taxes. In addition, it is necessary to narrow down the list of grounds for applying a preventive measure in the form of detention and harmonize criminal legislation with the Tax Code.
IBC also proposed expanding the list of government agencies subject to the moratorium on inspections of entrepreneurs to include cameral, unscheduled field tax inspections and raid tax control.
More decisive government measures are needed to restore and further develop the country's economy.
