Regime rules at checkpoints across the state border of the Kyrgyz Republic approved

By a resolution of September 14, 2020, the Government approved the Rules for establishing a regime at checkpoints across the state border of the Kyrgyz Republic and a list of types of economic and other activities at checkpoints across the state border of the Kyrgyz Republic.

The approved Rules determine the procedure for establishing and ensuring the regime at checkpoints across the State Border of the Kyrgyz Republic, entry (entrance) to checkpoints, stay, movement and exit from them of persons, vehicles, entry, finding and export of goods and animals, as well as the implementation of economic and other activities in order to create conditions for the implementation of state control.

The resolution also approved the List of types of economic and other activities at checkpoints across the state border of the Kyrgyz Republic.

The resolution comes into force seven days after the date of its official publication.

Ministry of Justice initiates amendments to the Law "On Notaries"

On September 16, 2020, the Ministry of Justice of the Kyrgyz Republic initiates the draft Law of the Kyrgyz Republic "On Amendments to Certain Legislative Acts of the Kyrgyz Republic".

The Ministry of Justice proposes to amend the Code of Violations, the Law "On Licensing and Permitting System in the Kyrgyz Republic" and the Law "On Notaries".

The draft law was developed in order to eliminate conflicts in the Law of the Kyrgyz Republic "On the Licensing and Permitting System in the Kyrgyz Republic", to bring the norms of this law in line with the Law of the Kyrgyz Republic "On Notaries", as well as to reform notarial activities to ensure the protection of rights and legal interests of citizens, improving the quality of notarial services to the population, strengthening public confidence in the notary, improving its image.

The bill introduces a norm on the professional ethics of notaries and responsibility for violation of its norms. It is envisaged to establish an age limit for persons wishing to engage in this activity, from 25 to 70 years.

The proposed bill also expands the range of restrictions for engaging in notarial activities.

With the adoption of the law, it will also be necessary to develop a number of normative legal acts to streamline notarial activities.
