Development of documents fundamental for business requires high-quality expertise

The second meeting of the Economic Reforms Council under the Government of the Kyrgyz Republic was held on December 18 under the chairmanship of the acting Prime Minister Artem Novikov.

Executive Director of the International Business Council Askar Sydykov is a Council member.

In his speech, Sydykov thanked the acting Prime Minister for constant attention to business issues, and interdepartmental working groups – for the significant work done in such a short time, about a month.

"The development and adoption of such fundamental business documents as the Tax Code and the Law on the Licensing and Permitting System, as well as work on other fundamental business regulations should be carried out in a longer time frame," the IBC head said.

It is necessary to involve a separate expert group in each area. For independent and high-quality expert work, it is desirable to attract funding.

“To ensure a better discussion and parliamentary control, it is better to consider the adoption of the most important documents following the results of the elections of the new parliament,” Sydykov added.

It is also necessary to carry out extensive analytical work, with financial and economic calculations, comparison and analysis of international practice.

The Council formed by the Government regulation on November 13, 2020, included members of the government and representatives of business associations.

At the first meeting on November 16, the Council members considered the general direction of reforms for subsequent legislative advancement, and the second meeting was devoted to specific topics.

As a result of the first meeting, expert working groups were formed on the most important strategic areas.

At the meeting on December 18, the Council members considered draft concepts of the Tax Code of the Kyrgyz Republic; optimization of licensing and permitting activities and control and supervisory sphere; a mechanism for developing effective building of relations between law enforcement (controlling) and judicial authorities and business; elimination of unnecessary administrative barriers in the construction sector.

For the rest of the projects, instructions were given for their further refinement, taking into account the comments and proposals of the Council members.

The next Council meeting is scheduled for December 28.
