Parliament Committee approves a draft agreement on the exchange of information in countering the legalization of criminal proceeds

On May 7, 2019, the Parliament Committee on International Affairs and Defense reviewed a draft agreement on the exchange of information in the field of countering the legalization of criminal proceeds.

The Committee approved a draft agreement on the exchange of information in the field of countering the legalization (laundering) of proceeds from crime and the financing of terrorism when transferring cash and (or) monetary instruments across the customs border of the Eurasian Economic Union.

Amendments to the Tax Code considered

On May 8, the Parliament deputies reviewed the third reading the draft Law “On Amendments to the Tax Code of the Kyrgyz Republic”.

The draft law aims to provide financing for innovative activities through tax deductions. Deductions will include only those implementations that will meet the criteria of novelty, uniqueness, which would exclude the re-financing of the same replicable programming products or the purchase of free software engines in the Internet environment.

The draft law “On Amendments to the Law “On Government Procurement” considered

On May 8, the MPs considered the third reading of the draft law “On Amendments to the Law of the Kyrgyz Republic “On Public Procurement”.

The bill is designed to:

- Further develop competition in tendering, attracting local suppliers to participate in tenders for public procurement;

- Implement the norms of the Law of the Kyrgyz Republic “On Veterinary Medicine”, Technical Regulations of the Customs Union 021/2011 and prevention of harm to human life and health. State bodies of the Kyrgyz Republic, local governments, and other organizations funded from the national and local budgets, should make state purchases of products of animal origin (dairy products, meat products, aquaculture products, eggs of agricultural birds), thus raising the issue of the safety of products of animal origin.

Draft law “On Amendments to the Law of the Kyrgyz Republic “On Competition” considered

On May 8, the MPs considered the second reading of the draft law “On Amendments to the Law of the Kyrgyz Republic “On Competition.”

The draft law was developed to create equal conditions for domestic entrepreneurs in the territory of the EAEU, harmonize the norms of the Administrative Responsibility Code of the Kyrgyz Republic with the provisions of the Law of the Kyrgyz Republic “On the domestic trade of the Kyrgyz Republic” on state price regulation, and ensure the effective implementation of antimonopoly legislation.
