On September 4, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft Government Resolution “On approval of the Action Plan to reduce the level of the unobserved sector of the economy for 2019-2021”.

The Action Plan aims to reduce the level of the unobserved sector of the economy to 22.6 percent of GDP by 2021 and eradicate the reasons that prompt economic entities to go into the shadow, as well as minimize corruption risks and create favorable conditions for doing business.

The Ministry of Economy of the Kyrgyz Republic has drafted a Government Resolution “On Amending the Government Resolution “On Approving the Base Tax Amount Based on a Voluntary Patent” dated June 25, 2015”, which envisages a reduction in activities based on a voluntary patent.

The NLA has been developed in order to protect the domestic market, create an equal treatment playing field for entrepreneurs and replenish the revenue of the state budget of the Kyrgyz Republic.

In the current edition of the List, there are 83 types of activities based on a voluntary patent. The draft resolution proposed to reduce 22 types of entrepreneurial activity, of which 16 types of retail sales in specialized stores, with a sales area of up to 50 square meters meters (except for boutiques in shopping centers).

On September 4, the Jogorku Kenesh (Parliament) deputies considered the first reading of the draft law “On accession of the Kyrgyz Republic to the Agreement on establishment of the Green Growth Global Institute signed on June 20, 2012 in Rio de Janeiro”.

The development of the green economy in the Kyrgyz Republic is among the priority areas in the long-term and medium-term strategic documents of the country. The Ministry of Economy of the Kyrgyz Republic has developed a draft program for green economy development in the Kyrgyz Republic for 2019-2023. The draft document aims to approve accession agreements to the GGGI.

On September 5, nullthe Jogorku Kenesh deputies considered the draft law “On ratification of the Agreement between the Kyrgyz Republic, the Islamic Development Bank, the Islamic Corporation for the Development of the Private Sector on the provision of a grant for technical assistance to develop a feasibility study for the meat halal park in the Kyrgyz Republic project, signed on April 6, 2019 in Marrakech, Morocco.”

This draft law was developed on the initiative of the Ministry of Economy of the Kyrgyz Republic as part of the implementation of the “Concept for the Development of Halal Industry in the Kyrgyz Republic”. 296 meat processing enterprises are officially registered and operate in the republic, 90 percent of which are mini-enterprises.

IDB will allocate 380 thousand US dollars for the development of a feasibility study, and the Kyrgyz side will contribute 50 thousand US dollars.

On September 6, 2019, the State Committee for Information Technologies and Communications of the Kyrgyz Republic submitted for public discussion a draft Government Resolution “On some issues related to the use of electronic signatures”.

The resolution was drafted in order to bring into compliance with Article 8 of the Law of the Kyrgyz Republic “On Electronic Signatures”, as well as pursuant to the decision of the Government of the Kyrgyz Republic “On Amending the Resolution of the Government of the Kyrgyz Republic “On Issues of the State Committee for Information Technologies and Communications of the Kyrgyz Republic” dated July 15, 2016 No. 402”.

The draft resolution proposes to approve the Procedure for the formation, maintenance and transfer of registries of qualified certificates of electronic signature verification keys and other information to the authorized body, as well as the provision of information from such registries, the Accreditation Rules of certification centers, the Procedure for checking compliance by accredited certification centers with the requirements for which these certification centers were accredited.

On September 2, 2019, the Ministry of Agriculture, Food Industry and Land Reclamation of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On Amending the Tax Code of the Kyrgyz Republic” and the draft Resolution of the Government of the Kyrgyz Republic “On the Draft Law of the Kyrgyz Republic “On Amending the Tax Code of the Kyrgyz Republic ”.

The draft law proposes to exempt from VAT the following imports into the Kyrgyz Republic: breeding farm animals, fish products, mineral fertilizers and chemical plant protection products, inorganic chemistry products, organic chemical compounds used for fertilizer, plant quarantine, plant protection; seed materials, seedlings; basic components; equipment, tools, etc.

On September 2, 2019, the Budget and Finance Committee of the Jogorku Kenesh of the Kyrgyz Republic considered and approved the draft law “On ratification of the Agreement between the Kyrgyz Republic, the Islamic Development Bank, the Islamic Corporation for the Development of the Private Sector on the provision of a grant for technical assistance to develop a feasibility study for the project “Halal Meat Park in the Kyrgyz Republic” signed April 6, 2019 in Marrakesh, Morocco.”

The draft law was developed at the initiative of the Ministry of Economy of the Kyrgyz Republic as part of the implementation of the Halal Industry Development Concept in the Kyrgyz Republic”. According to the Ministry, there are 296 meat processing enterprises are officially registered and operate in the country, and 90 percent of them are mini-enterprises. It is necessary to create or modernize the existing slaughterhouses and bring them into line with international standards. The ministry reached an agreement with the IDB Group on the joint development of a feasibility study for a project to build a modern meat halal park.

IDB will allocate 380 thousand US dollars for the development of the feasibility study, and the contribution of the Kyrgyz side will be 50 thousand US dollars.

On September 3, 2019, the Ministry of Labor and Social Development of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On Amending the Law of the Kyrgyz Republic “On Minimum Wages in the Kyrgyz Republic” and the Draft Resolution of the Government of the Kyrgyz Republic “On Approving the Draft Law of the Kyrgyz Republic “On Amending the Law of the Kyrgyz Republic “On the Minimum Wage in the Kyrgyz Republic.”

On September 3, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft Resolution of the Government of the Kyrgyz Republic “On Approving the Temporary Procedure for Interaction of Authorized State Bodies of the Kyrgyz Republic at Road Border Crossing Points of the Eurasian Economic Union in the Kyrgyz Republic”.

The draft NLA aims to establish interaction between authorized state bodies, reducing the time for crossing vehicles and customs goods of the Eurasian Economic Union in the Kyrgyz Republic and increasing the effectiveness of state control.
