A bill has been approved that removes the restriction on freedom of travel outside Kyrgyzstan

On November 13, Parliament deputies considered the second reading of the draft law “On Amending the Law of the Kyrgyz Republic “On External Migration”.

The draft law was developed in order to implement the Decision of the Constitutional Chamber of the Supreme Court of May 30, 2018. According to this decision, the restriction on freedom of travel outside Kyrgyzstan, as provided for by paragraph 8 of Article 46 of the Law on External Migration, a civil lawsuit is recognized as contradicting the Constitution if it was filed against the applicant before the end of the proceedings.

A bill on ratification of the Agreement between the CIS countries in the field of combating IT-crimes approved

On November 13, Parliament deputies examined the second reading of the draft law “On ratification of the Agreement on Cooperation between the Member States of the Commonwealth of Independent States in the fight against crimes in the field of information technology, signed on September 28, 2018 in Dushanbe.”

The parties will cooperate in the exchange of information on forthcoming or committed crimes in the field of information technology and the individuals and legal entities involved in them, on methods of committing crimes, assisting in the training and further training of personnel, and in fulfilling requests for assistance in obtaining information, and other areas.

The bill on the accession of Kyrgyzstan to the Agreement Establishing the Global Green Growth Institute (GGGI) approved

On November 13, MPs considered the third reading of the draft law “On accession of the Kyrgyz Republic to the Agreement Establishing the Global Green Growth Institute, signed on June 20, 2012 in Rio de Janeiro.”

The development of the green economy in Kyrgyzstan is among the priority areas, according to the long-term and medium-term strategic documents of the country. The Ministry of Economy of the Kyrgyz Republic has drafted a Green Economy Program for 2019-2023. The draft law aims to approve accession agreements to the Global Green Growth Institute.

Draft law on Kyrgyzstan joining the Ozone Layer Protection Agreement approved

On November 13, the MPs considered the third reading of the draft law “On ratification of the Protocol on the accession of the Kyrgyz Republic to the Agreement on the movement of ozone-depleting substances and their products and accounting for ozone-depleting substances in the mutual trade of the Member States of the Eurasian Economic Union of May 29, 2015, signed on August 12, 2016 in Sochi.”

The purpose and objective of this draft law is to carry out domestic procedures necessary for the entry into force of the Agreement.

Ratification of the document will contribute to the development of trade relations, the creation of favorable conditions for the effective functioning of the EAEU, as well as the implementation of Kyrgyzstan’s international obligations under the Vienna Convention for the Ozone Layer Protection.

The State Committee for Information Technologies and Communications of the Kyrgyz Republic submits a draft NLA for public discussion

On November 12, 2019, the State Committee for Information Technologies and Communications of the Kyrgyz Republic submitted for public discussion a draft Government Resolution On the implementation of a pilot project “The State as a Platform” on the implementation of a state digital platform for the provision of innovative state and municipal services.”

The resolution was developed in order to implement the Digital Transformation Concept “Digital Kyrgyzstan 2019-2023”, approved by the Security Council of the Kyrgyz Republic dated 12/14/2018 No. 2, a roadmap for the implementation of this Concept, approved by of the Government Order on February 15, 2019 No. 20-r, for the pilot implementation of digital and user-oriented services in the Kyrgyz Republic.

The specified decision of the Government of the Kyrgyz Republic approves:

1) Temporary procedure for the provision of digital services and services through the state digital platform;

2) Temporary procedure for providing technical support to users when requesting digital services and services provided through the state digital platform;

3) Form and description of the result of services (information) generated by the state digital platform in the form of an electronic document.

The project aims to ensure that, in accordance with the Concept, commercial organizations are interested in promoting Digital Kyrgyzstan, including through connecting to the Tunduk system.

The idea of the State as a Platform project is the transformation of public administration using the opportunities provided by new digital technologies.
