The Economy Ministry submits for public discussion a bill aimed at improving tax administration during field inspections (eliminates the possibility of unreasonable inspections)

Ob November 29, the Economy Ministry submitted for public discussion the draft Law of the Kyrgyz Republic “On Amending the Tax Code of the Kyrgyz Republic”.

The purpose and objective of this bill is to improve tax administration as part of field inspections.

The proposed amendments and additions to the Tax Code are aimed at preventing unjustified interference of state bodies, including tax authorities, in the activities of business entities, as well as strengthening their legal protection, creating a favorable business and investment environment, and combating corruption risks during inspections tax authorities in the framework of tax control in the form of field unscheduled inspections, counter-checks and cross-checks.

The Government initiates a moratorium on the production and sale of products from polymer films

On November 25, a draft Government Resolution on the introduction of a moratorium on the production and sale of products (bags, sacks, packaging materials) from polymer films of less than 20 microns intended for the public (end user) was submitted for public discussion.

The Regulation aims to prevent environmental pollution and reduce waste generated from packaging bags made of polymer materials.

Massive use of packaging bags of polymer materials leads to the fact that a large number of packaging bags of polymer materials accumulated around the landfills of solid household waste, which creates an additional negative impact on the environment.

The adoption of the NLA should make a significant contribution to ensuring the environmental safety of the country.

The Economy Ministry submits for public discussion a bill to improve the administration of taxes and insurance premiums

On November 29, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On Amending Certain Legislative Acts of the Kyrgyz Republic (the Tax Code, the Law “On State Social Insurance” and the Law “On Tariffs of Insurance Contributions for State Social Insurance”)”.

The draft law aims to create favorable conditions for taxpayers and to improve the position of the Kyrgyz Republic in international ratings.

The procedure for applying for consular registration and removal from consular registration of citizens of the country approved

The procedure for registering and removing from the consular registration of citizens of the Kyrgyz Republic through the use of the automated information system "Consular Accounting" has been approved. The corresponding decision was signed by Prime Minister Mukhammedkaly Abylgaziev.

Consular fees will not be charged for applying for consular registration. Free registration of consular citizens of the Kyrgyz Republic will be among the measures to protect the rights and interests of fellow citizens abroad.

On the basis of consular registration data, voter lists are compiled in each foreign institution of the Kyrgyz Republic. In this regard, this measure will have a positive impact on increasing the voter turnout in elections and referenda abroad.

The Parliament passes the third reading of several bills

On November 27, the Parliament deputies adopted the third reading of the following bills:

- “On Amendments to the Law of the Kyrgyz Republic “On the Protection of the Rights of Witnesses, Victims, and Other Participants in Criminal Proceedings.” The initiator is the Government, Resolution No. 422 of 09/10/18.

- “On ratification of the Additional Protocol to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Turkey on reciprocal trips of citizens of April 26, 2011, signed on May 7, 2019 in Ankara.” The initiator is the Government, Resolution No. 595 of 11/01/19.

The Parliament adopts three readings of draft laws on the national budget of the Kyrgyz Republic

On November 28, the MPs adopted in three readings the draft laws “On approval of the report on the execution of the national budget of the Kyrgyz Republic for 2018”, “On amendments to the Law of the Kyrgyz Republic “On the national budget of the Kyrgyz Republic for 2019 and the forecast for 2020-2021” and “On the national budget of the Kyrgyz Republic for 2020 and the forecast for 2021-2022”.

The total revenue of the state budget, taking into account state investment grants for 2020, is projected in the amount of KGS183 billion 708 million, or at the level of 27.5% of GDP. Total revenues of the national budget, taking into account state investment grants in 2020, are provided in the amount of 163 billion 710 million soms. The total expenditures of the national budget for 2020 is set at 173 billion 663 million soms (26.0% of GDP). In the period 2021-2022, the republican budget expenditures will amount to 173 billion 498 million soms and 174 billion 967 million soms, respectively. The deficit of the national budget for 2020 will amount to 9 billion 953 million soms or 1.5% of GDP.
