Changes made to the Law of the Kyrgyz Republic "On public procurement"

On March 10, 2021, the President of the Kyrgyz Republic Sadyr Japarov signed the Law "On Amendments to the Law of the Kyrgyz Republic "On Public Procurements".

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on January 27, 2021.

The law stipulates that the procuring entity has the right to independently conduct purchases by the method of direct conclusion of an agreement if medicines and medical devices are purchased through organizations (representative offices) established by the UN that have concluded an agreement or memorandum with the Government of the Kyrgyz Republic.

In this case, the procedure for organizing such public procurement is established by a decision of the Government of the Kyrgyz Republic.

The law comes into force on the day of its official publication.

The Regulation on deposit accounts for repayment of the state external debt of the Kyrgyz Republic approved

In order to accumulate funds received to repay the state external debt of the Kyrgyz Republic, by the Resolution of the Government of the Kyrgyz Republic dated March 4, 2021 No. 70, the Regulation was approved, which regulates the procedure for crediting, recording and using voluntary funds received from legal entities and individuals to deposit accounts for repayment of the state external debt of the Kyrgyz Republic.

The Ministry of Economy and Finance of the Kyrgyz Republic was instructed to open a deposit account of the Central Treasury within the framework of the Single Treasury Account and a foreign currency account in a commercial bank of the Kyrgyz Republic.

Commercial banks of the Kyrgyz Republic are advised not to collect commission fees from legal entities and individuals when transferring funds to the specified deposit accounts.

The resolution comes into force on the day of its official publication.

Rates of fees for the provision of consular services reduced

In order to create favorable conditions for citizens of the Kyrgyz Republic staying abroad, by the Resolution of the Government of the Kyrgyz Republic dated March 5, 2021 No. 73, the tariffs of funds charged for the provision of consular services have been significantly reduced.

Diplomatic missions and consular offices of the Kyrgyz Republic were also given the right to carry out work on receiving documents for issuing passports of citizens of the Kyrgyz Republic of the 2017 sample (ID-card).

The resolution comes into force upon the expiration of ten days from the date of its official publication.

Parliament members adopt the draft law "On Amendments to the Law of the Kyrgyz Republic "On the Payment System of the Kyrgyz Republic"

On March 11, the MPs approved the draft law "On Amendments to the Law of the Kyrgyz Republic "On the Payment System of the Kyrgyz Republic" in the third reading.

The bill was developed to ensure the country's economic security, reduce cross-country risks and the political influence of another country on decisions and consumer protection.

The main objectives of the bill are:

- processing of domestic payments on the territory of the Kyrgyz Republic, clearing of these payments by the operator of the national payment system;

- compliance with the restrictions on combining the activities of payment system operators and payment organizations related to the provision of processing services and payments to third parties with another type of activity.
