Measures have been taken to improve tax administration as part of the introduction of an electronic system for the fiscalization of tax procedures

In order to improve tax administration as part of of the implementation of the electronic system of fiscalization of tax procedures, by the resolution of the Government of the Kyrgyz Republic dated March 16, 2021 No. 95, the Regulation on the procedure and conditions for the application of the conditional calculation of value added tax on the import of goods and the Regulation on the procedure for application and conditions of the transition to the simplified taxation system based on retail sales tax.

The new version contains a report on the single tax of small businesses, as well as the procedure for filling in information on the single tax of entities applying the conditional VAT regime for imports of goods.

GKPEN proposes to grant the right to use subsoil by the Government decision, as well as to develop subsoil of national importance with a mandatory state share

On March 23, the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On Amendments to the Law of the Kyrgyz Republic “On Subsoil”.

The bill provides for the introduction of the possibility of granting the right to use subsoil by the decision of the Government of the Kyrgyz Republic, as well as a mandatory state share in the development of subsoil plots of national importance.

Draft Resolution of the Government of the Kyrgyz Republic “On the Draft Law of the Kyrgyz Republic on Amendments to the Law of the Kyrgyz Republic “On Subsoil”.

This draft resolution was developed by the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic in order to:

- optimize of the public administration system in the field of subsoil use;

- simplify of the procedure for obtaining a license for geological exploration and development of subsoil for enterprises with a 100% state share in competitive and auction sites;

The draft resolution of the Government of the Kyrgyz Republic provides for the approval of the draft law, which proposes to make changes providing for the granting of preemptive rights to legal entities in the field of subsoil use, 100 percent of the shares of which are owned by the state, upon obtaining the rights to use subsoil.

The deputy commission revealed violations in the activities of Vertex Gold Company LLC

On March 26, the Jogorku Kenesh hosted a meeting of the temporary deputy commission to investigate the activities of Vertex Gold Company LLC in the Chatkal district of the Jalal-Abad Oblast, its impact on the environment and compliance with the requirements of the mining industry legislation.

During the meeting, the members of the commission, having studied the activities of Vertex Gold Company LLC, noted the lack of proper control by the relevant government agencies on the export of gold ore and concentrates from the Jamgyr gold deposit, as well as the lack of an accurate mechanism for fixing the weight and gold content in the exported ore.

As a result of the meeting, the commission decided to carefully study all the existing facts of violation, starting from 2010, as well as the damage caused to the economy of Kyrgyzstan.

The Ministry of Economy and Finance submits for public discussion the draft NLA

On March 24, the Ministry of Economy and Finance of the Kyrgyz Republic submitted for public discussion a draft resolution of the Government of the Kyrgyz Republic "On Amending the Resolution of the Government of the Kyrgyz Republic "On Approval of Provisions and Procedure for Administration of Taxes" dated April 7, 2011 No. 144".

The draft resolution was developed in order to implement the constitutional Law of the Kyrgyz Republic "On the referendum of the Kyrgyz Republic" and the Law of the Kyrgyz Republic "On elections of deputies of local keneshes".

The draft resolution provides for the procedure for tax registration by candidates of local keneshes (local governments) and campaign groups in the territorial tax authorities.

The MEF submits for public discussion a draft legal regulation on the implementation of an electronic system of fiscalization of tax procedures

The Ministry of Economy and Finance of the Kyrgyz Republic submits for public discussion a draft resolution of the Government of the Kyrgyz Republic "On amendments to some decisions of the Government of the Kyrgyz Republic on the implementation of an electronic system of fiscalization of tax procedures."

The purpose of the draft resolution is the effective and high-quality introduction of the components of the labeling system, the traceability of goods and cash registers with the function of transmitting fiscal data in real time as part of the work on the implementation of an electronic system of fiscalization of tax procedures.
