The State Customs Service conducted a Time Release Study in the Kyrgyz Republic

A Time Release Study in the Kyrgyz Republic (TRS) was conducted by the State Customs Service under the Government of the Kyrgyz Republic with the support of the IFC (World Bank Group) Trade Logistics Project in Central Asia and the Program for Trade Facilitation in Central Asia of the German Society for International Cooperation (GIZ).

The study was conducted to increase the efficiency of customs and other regulatory procedures for import, transit and export of goods and fulfill its obligations in accordance with the WTO (World Trade Organization) Agreement on trade facilitation.

Еру Time Release Study (in accordance with the methodology developed by the World Customs Organization) is necessary to measure the time spent by the customs authorities and other regulatory authorities on the release of imported, exportув and transitув goods, as well as to identify the causes of the delays.

A field study was conducted from March 14 to March 28, 2018. To conduct the study, the international checkpoints Torugart at the border with the People’s Republic of China, Dostuk at the border with Uzbekistan and Kyzyl-Bel at the border with Tajikistan were selected, as well as the corresponding customs clearance points.

All state regulatory authorities at the checkpoints took part in carrying out the TRS, which allowed the participants to consider each of their own processes in the entire chain of passage of goods at the border and determine the time spent by the regulatory authorities.
