On September 24, 2014 the draft Law “On Additions and Amendment to the Law “On Investment in the Kyrgyz Republic” came in the Jogorku Kenesh. Tha draft law was proposed by the deputy Z.I. Bekboev.
According to the explanatory note the draft law was prepared in order to improve investment policy in the country by providing investors with favorable conditions for investment activity and with more strong investment protection treatment.
The draft law introduced the notion of investment agreement which is concluded between investor and the Government of the Kyrgyz Republic, authorized state bodies and local self-government bodies, and the notion of investment project. According to the proposed article 4-1 of the Law, investment agreement with the Government of the Kyrgyz Republic is concluded on a competitive basis, but there are set of exclusions in the draft law when investment agreement can be concluded through direct negotiations.
