Council on Statistics will be create with the participation of the business

The National Statistical Committee of the Kyrgyz Republic proposes to create a Council on Statistics, which will include representatives of government agencies, business community, media, and NGOs.

On July 13, 2020, the National Statistical Committee of the Kyrgyz Republic submitted for public discussion the draft Decree of the President of the Kyrgyz Republic “On the Council on Statistics of the Kyrgyz Republic”.

The NLA establishes the goals, principles, legal and organizational bases for the formation and activities of the Council on Statistics of the Kyrgyz Republic, which will be an advisory body to carry out the functions of developing strategic recommendations for the producers of official statistics.

In July 2020, the Law "On Official Statistics" comes into force, which is aimed at improving the legislation of the Kyrgyz Republic on statistics, bringing it into full compliance with the fundamental UN principles in the field of official statistics. As a result, the quality of official statistics will improve and public confidence in official statistics will be enhanced.

The Council on Statistics of the Kyrgyz Republic will be formed to involve civil society in the process of developing strategic recommendations for the producers of official statistics. The National Statistical Committee and other producers of official statistics will be the authority to decide to what extent these opinions will be taken into account.

The main tasks of the Council are to discuss draft statistical programs (medium-term and annual) and reports on their implementation. According to the law, statistical programs are key tools for effective strategic and operational management and coordination of the activities of the national statistical system.

The role of the Council is to improve the relevance (degree of consistency) of official statistics and to promote the principles of transparency and accountability of the national statistical system.

The Council may initiate independent external assessments of the quality of statistical data and their compliance with the principles of official statistics. The Council's recommendations and the results of the its evaluations must be officially published.
