New rules for calculation of compensation for agricultural losses burden subsoil users

The IBC Committee on Fiscal Policy discussed problems faced by subsoil users. The problems are related to reimbursement of agricultural production losses.

Earlier, calculations for such losses were made annually, and it was convenient for subsoil users. But according to the new decree, the calculation should be performed once for 49 years. As a result, the subsoil users will have to pay huge amounts, while they have not yet begun operating.

Moreover, this amount must be paid immediately to obtain a document for the right to use the land, or the mining companies are not eligible to start the field development.

The meeting also discussed the problem of companies engaged in transactions with foreign partners in foreign currency. According to committee members, the Government's de-dollarization policy ignores the economic capability of domestic enterprises. Local companies are not always able to pay foreign suppliers in soms or ask their foreign buyers to make payment in soms.
